When can I start work, if I will be enrolled for the 2nd 8-week internship course?

The internship can start as soon as you have work authorization and the possible start and end dates are on the timeline https://jindal.utdallas.edu/career-management-center/internships/#04-reporting-and-timelines. You do not have to wait for the course to start.
If you are an international student on an F1 visa, you must wait until CPT is approved and the I-20 is issued. Start and end dates are not limited by the 16 week or 8 week internship course dates.
